Mayor Stockton,
 
Early Saturday morning December 9, 2006 was very busy with open containers coming out of Fat Jacks, two incidents which we sent to the Bloomington Police along with a formal complaint.  Please find attached a photos of the third violation which I could not attribute to any one bar, as this gentleman stood in front of Lancasters at the time indicated on the time stamp on the photos, and was openly drinking what looks like a cup fairly full of beer, and no one seem to notice or even care. 
 
It is no wonder there was an altercation and stabbing on Mulberry street between a group of people coming out of Fat Jacks and a group coming out of Daddios on December 1, 2006.  Whats next, a shooting?  What does it take to get this situation under control and punish the bars responsible for overserving.  That all the remaining downtown merchants need do to is try have explain to our customers that the downtown is not dangerous, when these kinds of incidents, as well as fights and assualts are becoming more frequent.
